Targeting the needs of basic elderly and child care, Guiyang City and Gui'an New Area in Southwest China's Guizhou province have utilized existing resources to employ market-oriented guidance and adopt multi-channel investment to accelerate the construction of an elderly and child care service security system.
In Quanhu sub-district, Baiyun district, the Baiyun Mumi Childcare and Early Education Center has implemented the "nurturing from early ages" model, reassuring many parents.
According to Wu Ying, director of the center, the center employs 27 professional teachers who provide daytime care, early education, and developmental assessments. The center also offers family education services and support such as parenting classes and platforms for parental communication.
In recent years, Guiyang and Gui'an have encouraged enterprises, institutions, and social forces to make use of idle properties for pilot child care service projects, while also establishing and strengthening "15-minute childcare service circles". Currently, there are 89 such circles, with facilities in 56 sub-districts and 200 residential communities.
In terms of elderly care service, Guiyang and Gui'an have issued implementation plans to promote the high-quality development of aging-related initiatives and create "15-minute elderly care service circles". They are continually improving supporting facilities and advancing reform and pilot projects for the elderly care service security system.
Guiyang and Gui'an have enhanced their elderly care service network, with 80 nursing homes and 8,896 beds for institutional elderly care established. Additionally, they have established 42 sub-district-level elderly care service centers, 115 residential community health service centers, 337 community elderly service stations, and 98 residential community health service stations for urban home-based elderly care.
For rural areas, Guiyang and Gui'an have built 36 township- and town-level elderly homes and opened 213 rural daycare homes, 74 township- and town-level health centers, and 1,319 village health clinics, forming a rural elderly care service network at the county, township, and village levels.
