The number of market entities in Guiyang City and Guian New Area, Southwest China's Guizhou province, surpassed 1.04 million by the end of June this year, ranking first in the province. Private enterprises accounted for 99.64 percent of market entities in the two places and 23 percent of all market entities in the province.

In recent years, Guiyang and Guian have strengthened policy supply, optimized their development environment, and taken multiple measures to promote the growth of the private economy.

The Guiyang Development and Reform Commission introduced the "GuiShangYi" platform, which provides beneficial policies directly to enterprises. The platform facilitates industrial development, financing and credit, cost reduction, supply of resources, and fiscal incentives.

To promote the growth of the private economy, the Guiyang Bureau of Market Regulation has focused on registering market entities and simplifying the registration process for 32 types of licenses.

The bureau has also implemented reforms such as separating permits from business licenses, unifying multiple licenses into one, simplifying cancellation procedures, and providing one-stop online services.

For the cultivation of specialized, refined, featured and innovative small and medium-sized enterprises (SMEs), the Guiyang Bureau of Industry and Information Technology has introduced measures to offer 100,000 yuan ($14,027) in financial subsidies for each recognized SME.

To improve the "VIP Service" brand, Guiyang and Guian have spared no effort to create a market-oriented, law-based, and internationally competitive business environment. Relevant departments have successively issued a series of policy documents. In 2020, Guiyang received an "excellent" overall rating in the national business environment evaluation.

The Guiyang Development and Reform Commission has cleared or regulated fees in industries such as water, electricity, gas, and heating. Together with the finance, market supervision, and other departments, they have supervised and managed industry associations to prevent arbitrary charges and violations that harm enterprises.
