Guiyang uses central-government-owned companies to attract investment

In Guiyang, capital of Southwest China's Guizhou province, CECEP (Guizhou) Building Energy Co provides central heating for Weilai Fangzhou community.

The planned area for central heating is 10.2 million square meters and can reduce the consumption of primary energy sources such as coal and natural gas as well as emissions of harmful substances such as carbon dioxide and smoke in winter.

It is estimated that the company's central heating system can save about 25,000 metric tons of standard coal, 65,000 tons of carbon dioxide, 500 tons of sulfur dioxide and 250 tons of mixed particles per year.

China Energy Conservation and Environmental Protection Group is the only company owned by the central government that focuses on energy conservation. In March 2014, the Guizhou Provincial Government signed an agreement with the company to cooperate on energy conservation, industrial energy conservation, solid waste treatment, and pollution treatment.

In July of the same year, CECEP (Guizhou) Building Energy Co was established to build energy conservation technology services and regional energy supply services. In November 2015, the central heating system for Weilai Fangzhou community was put into operation.

The central heating system has since become an energy conservation project in Southwest China for the utilization of river and sewage heat pumps, alleviating the regional energy shortage.

This year, Guiyang has attracted a number of major industrial projects, especially those from companies owned by the central government, and plans to introduce more projects such as regional headquarters, R&D centers and settlement centers to promote high-quality development in the city.
