Guiyang sets out goals to galvanize its industry

The city of Guiyang – capital of Southwest China's Guizhou province – recently set out three goals to support industrial enterprises, expand industries and upgrade industrial parks, so as to accelerate new industrialization and boost its industrial economy.

Guiyang is expected to focus on key industries and attract investments to bolster industrial production and supply chains. In addition, it will expand cooperation with the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Delta Area and the Chengdu-Chongqing economic circle – as well as move to attract more enterprises that are owned by the central government.

Plans are for all signed investment projects to be vigorously followed up to ensure that they will be constructed, opened, and start up and ramp up operations quickly and efficiently.

Furthermore, Guiyang will gear up the functions of its Guiyang Shang Yi service platform and establish work teams with industrial parks to better resolve the problems encountered by residential companies.

To expand its industrial scale, Guiyang will focus on central government-owned enterprises involved in manufacturing, as well as emerging industrial and traditional industries – and develop basic industrial parts, materials, techniques, technologies and software.

Cooperation between companies, universities and research institutions will be enhanced, while industrial development funds will be given full play to promote the formation of industrial clusters.

Guiyang will also boost the construction and investment in standardized factories and encourage investment and development entities and manufacturers to participate in the building of top-quality standard plants in Guiyang's development zones.

All the cities, districts, counties and development zones administered by Guiyang will be able to apply for special bonds issued by local municipal governments and provincial urbanization funds.

In order to boost scientific industrial park planning, Guiyang will collect and share information from industrial parks through an intelligent online platform, so as to improve external services for housing and land checking.

Guiyang will also promote support services – such as warehousing and logistics centers, technical certification, personnel training and management and consulting for companies.
