Guiyang city releases investment support policies at CIIE

Guiyang – capital city of Southwest China's Guizhou province – on Nov 5 released its new support policies for the headquarters economy at the Guizhou Economic and Trade Exchange Conference.

The conference took place at the 4th China International Import Expo, which wraps up at the close of business on Nov 10 in East China's Shanghai city.

Under the policies, major projects in Guiyang city and in the nearby Guian New Area will be included as major provincial projects and be offered with land usage guarantees.

Guiyang will accelerate the construction of new infrastructures such as 5G, the industrial internet and large-scale data centers. The city will continue implementing the national data center strategy called the Eastern Data and Western Computing project, build a national network hub and establish a national big data trading market.

To attract more innovative talent, Guiyang will offer subsidies of up to 100 million yuan ($15.64 million) to individuals and teams.

Technology innovation platforms and scientific and technological achievement commercialization centers – co-established by Guiyang, Guian, as well as internationally renowned universities and research institutions – will receive financial grants of up to 200 million yuan.

Innovation investment projects with high technology will receive government investment of up to 3 billion yuan.

In 2020, Guiyang's GDP per capita was reportedly more than $11,000, its middle and high-end consumption increased and its social purchasing power ranked first in the province.

During the past 10 years, more than 160,000 people have immigrated to Guiyang per year and the city plans to increase its population from the current 6 million people to more than 7 million people in five years, creating a larger-scale consumer market.

To provide convenient services for investors, Guiyang has reportedly launched online applications for all its government affairs.

Companies can be registered in one working day, the approval of construction projects can be finished in 80 working days, the registration of real estate can be completed in five working days and agency services are provided for all investment attraction projects.
