Guiyang a leader in national customs clearance efficiency

While preventing the import of the novel coronavirus, Guiyang customs in Southwest China's Guizhou province is devoted to optimizing the business environment and improving customs clearance efficiency.

During the first half of this year, the overall time consumption of customs clearance was 17.04 hours for imported goods and 0.63 hours for exported goods, which ranked sixth and eighth nationally, respectively.

Guiyang customs canceled the customs clearance form, launched mobile payment for import duty, simplified customs clearance procedures and implemented the "two-step declaration," which takes only 20 seconds for commodities to go through customs.

Guiyang customs has also promoted paperless examination and approval and encouraged companies to hand in documents at the China International Trade Single Window platform, which provides commodity declaration and air transportation billing services.

Tax reduction and exemption services, quarantine inspection approval, company registration, health permits and approval of special items are available online to save time for companies.

Combining the foreign trade operator registration certificate and certificate of origin has further saved enterprises' time and money. During the first half of this year, Guiyang customs issued 2,723 certificates of origin, involving a $390 million cargo value.

Also, Guiyang customs separated the operating permits and business licenses, implemented a tax and fee reduction policy and optimized the business environment. During the first half of this year, the number of registered enterprises with special qualifications in Guizhou reached 79, a year-on-year increase of 49.05 percent.
