Guiyang rectifies pollutant discharge licenses

Guiyang in Southwest China's Guizhou province has recently started to rectify pollutant discharge licenses for stationary pollution sources. By March 31, 88.67 percent of the licenses had been issued and registered.

Guiyang has attached great importance to the rectification and established a special work team to create detailed work plans.

Based on the data of the second national census of pollution sources, Guiyang included 1,598 enterprises as stationary pollution sources that need to be rectified.

To reduce the impact of COVID-19 on the rectification, Guiyang recorded 33 instructional videos and set up chat groups for pollutant discharge license consultation to serve the enterprises.

Officials of ecological environment management departments at the municipality and district levels were organized to provide on site instructions and services related to data screening, license issuing procedures, and policy interpretation.

Related policy documents are available on Guiyang's government affairs network to provide companies the key information on the time limits, procedures, and consultation approaches of license application.

Guiyang promotes online services for license application and environmental impact assessment. In addition, it has set a special column of the license on the official WeChat account of the Guiyang bureau of ecology and environment to help residents and companies learn more about the pollutant discharge license reform.
