Exchanges between Guiyang and Eniwa started in the early 1980s. In May 1986, following the promotion of Japanese friend Saito Akiko, the Mayor of Eniwa City and the Eniwa delegation visited Guiyang under the invitation of the Guiyang Municipal People's Government, marking the first delegation led by a foreign mayor to visit the city.
Eniwa is located in the Ishikari Subprefecture on the island of Hokkaido in Japan, 26 kilometers from the capital of Hokkaido, Sapporo. It is situated between Sapporo city and the New Chitose International Airport. The convenient Chitose Line railway is accessible here. The city covers an area of 294.87 square kilometers and has a population of 68,883. The city is hilly with a graceful environment, clean air, the "Izari River" passing through, as well as the Eniwa hot springs and dozens of temples and shrines, which contributes to its fame of "Garden City". Hokkaido Bunkyo University, a private university, is the only one university in Hokkaido offering Chinese classes. It also concentrates on studying abroad and international exchanges and has around 3,000 overseas students.
