Guiyang strives to control epidemic and maintain stable growth

The Guiyang development and reform commission in Southwest China's Guizhou province has taken measures to respond to the need of economic development while preventing and controlling the novel coronavirus outbreak.

On Feb 11, the commission took the lead and drafted 22 measures to help enterprises, especially small and medium sized companies, to reduce the impact of the epidemic. The measures will provide supports in finance, taxes, logistics, work resumption, operation costs, legal aid, and credit repair to promote companies' development.

The commission also supports companies to resume work and production while preventing and controlling the virus. To date, six companies in Guiyang were listed as key companies for national epidemic prevention and control, two of which received a low interest loan of 130 million yuan ($18.56 million) from the bank.

The commission helped 19 projects received 2.24 billion of the government’s special bond, and 20 million yuan of provincial budgetary funds was appropriated to construct the Jianghunshan section of the Guiyang public health center for novel coronavirus pneumonia treatment.

In addition, the commission has also planned a number of projects related to the public health system, governance, and emergency capacity improvement, as well as capacity improvement of key production companies that can start construction this year or in the first half of 2021.

To better serve the provincial key projects, especially those under construction, the commission established three service teams to handle the problems of project staff members, material storage and transportation, work resumption, as well as epidemic prevention and control materials.

So far, six projects, including the construction of line 2 of the subway, have restarted. By the end of February, 80 percent of the projects will restart, and all the projects are expected to continue construction by the middle of March.
