Guiyang Customs in Southwest China's Guizhou province officially started the "two-step declaration" reform at the customs of Guiyang Longdongbao International Airport on Nov 5. It is expected that the reform will be promoted throughout the province by the end of this year.

The "two-step declaration" is a more efficient, convenient, and flexible mode for customs clearance. Enterprises are able to complete their declarations in two steps instead of filling in 105 declaration contents.

In order to meet the needs of enterprises for faster customs clearance of imported goods, Guiyang Customs applied to be the pilot of "two-step declaration" reform on Sept 25. The application was approved by the General Administration of Customs on Oct 22.

The reform will further improve the efficiency of customs clearance and continuously optimize the business environment. According to Li Siyu, customs declaration manager of Guizhou-based Guiguang Logistics Co Ltd, it only took him 50 minutes to complete the customs clearance with the help of "two-step declaration," which is much faster than before.

In addition to facilitating enterprises' customs clearance procedures, the implementation of "two-step declaration" will also ease the pressure of ports customs clearance.
