Over the past 10 years, Nanming district in Guiyang, capital of Southwest China's Guizhou province, has made strong efforts to build an open as well as talent and business-friendly environment.
Over the period, Nanming deepened reforms, optimized its business environment, and simplified work procedures.
In 2021, the total score of the business environment in Nanming reached 85.27 points, ranking eighth in Guizhou province and up 24 places from 2020. The talent service index score in particular was 95.79 points, the highest in the province.
To attract talent to work in Nanming, the district opened green channels for incoming talent in household registration, housing, medical services, employment for spouses, and schooling for children.
Meanwhile, Nanming cooperated with domestic high-tech enterprises and scientific research institutes to provide better positions for talent.
Nanming has already set up the Huazhong University of Science and Technology Guizhou Xinhuo Integrated Circuit Joint Research Center, Tencent Cloud Digital Economy Industrial Base, and Guizhou Modern Chinese Medicine Application Innovation Industry Demonstration Base.
It has also established seven doctoral studios, two pharmacist studios and one provincial Chinese medicine workstation.
To date, Nanming is home to five provincial key laboratories, 11 provincial engineering technology research centers, eight academician workstations, three technology business incubators, and 66 maker spaces.
To expand opening-up, Nanming has boosted cooperation in economy and trade, digital economy, tourism, technology, health, and logistics with countries in the Association of Southeast Asian Nations (ASEAN) and Regional Comprehensive Economic Partnership (RCEP).
In 2021, the actual utilization of foreign capital in Nanming hit $240.49 million, the highest in Guiyang's annual comprehensive ranking.
