Nanming takes high-quality education development action

The Nanming district of Guiyang -- capital city of Southwest China's Guizhou province -- recently issued an action plan to build a high-quality education system.

Plans are for Nanming to undertake six measures to boost the development of its pre-school education, compulsory education, high school education, private education and vocational education -- as well as the growth and expansion of its team of teachers.

In terms of its pre-school education, Nanming will improve the construction of preschool education support facilities in residential communities, strengthen the management of kindergartens under its jurisdiction, deepen preschool education reforms and establish a professional growth and promotions mechanism for preschool teachers.

The goal is that by 2023, Nanming will have a gross admissions rate of over 97 percent in pre-school education and that it will reach 98 percent in 2030.

To promote the high-quality and balanced development of compulsory education, Nanming will strictly implement community-based planning and the construction of compulsory education schools. This is expected to ensure the supply of public school admission places, improve the quality of after-school teaching services and continue to standardize off-campus training.

Meanwhile, it will support and encourage the development of private education and establish an exit mechanism for low-end private education.

The aim is that by 2025, the gap between schools and between urban and rural areas in all public compulsory education schools in the district will be further narrowed.

From 2022 to 2030, the consolidation rate of nine-year compulsory education in the district is projected to remain above 97 percent.

In addition, Nanming will increase its opening-up and cooperation and bring in five outstanding schools from outside the province to run schools. It will introduce top-performing education teams from outside to carry out teacher training and establish the Nanming Education Research Institute.

Other measures will include optimizing the structure and adjusting the layout of private compulsory education in the whole district. This is expected to bring the proportion of students in private compulsory education to 15 percent of the total by the end of 2022.
