The Nanming district of Guiyang – capital city of Southwest China's Guizhou province – ranked 71st nationwide for its scientific research strength in 2021, becoming the only district in Guizhou to make the cut.

The result was included in the findings of the 2021 report on the Research of China's Science and Technology Innovation Competitiveness, recently launched by CCID Consulting, the research institute affiliated to the Ministry of Industry and Information Technology.

China's scientific and technological innovation evaluation system includes four first-level indicators – for innovation inputs, innovation outputs, innovation environment and innovation potential – as well as 20 second-level indicators and 37 third-level indicators.

Relevant indicators include the proportion of R&D expenditure to GDP, the annual growth rate of R&D expenditure and the number of key universities.

The system is said to analyze regional innovation investment capabilities, the country's knowledge transformation ability and its innovation environment foundations and development potential. It also comprehensively evaluates the scientific and technological innovation strength of administrative regions at all levels from the three innovation subjects of enterprises, government and society.

In 2021, internet and related services, software and information technology service enterprises above a designated size in Nanming district – those with annual revenue of 20 million yuan or more – achieved total operating income of 3.27 billion yuan ($490.62 million), a year-on-year increase of 28.8 percent.

Meanwhile, Nanming added three municipal-level business incubators and 68 new incubation companies last year.

It also established 73 new national-level high-tech enterprises in 2021, bringing the total number of such enterprises to 258.
