Nanming district in Guiyang -- capital city of Southwest China's Guizhou province -- is set to be transformed into middle and high-end retail and commercial powerhouse, local officials said.
That's after the district issued a plan on speeding up its construction as a "leading middle and high-end consumption area" on Aug 14.
Under the plan, nine major projects will be implemented, accelerating Nanming's transformation as a leading shopping and retail precinct and building a top business district.
The nine major projects are as follows:
1. Project for improving and developing commercial shopping complexes.
The district plans to guide the upgrading of operating commercial complexes and in particular promote the improvement of six major retail commercial complexes.
At the same time, the zone will accelerate the construction and operation of shopping centers and boutiques to a high standard. It will seek to develop new forms and models of consumer spending, while actively stimulating offline spending through digital marketing, so as to effectively promote the quality and upgrading of spending in major commercial complexes.
2. Project to promote new spending.
In line with the concept of achieving a deep integration of culture, tourism and commerce, the district plans to stimulate the economy along the riverside economic belt. It will bring in many famous brand companies, high-end goods and fashion brands at home and abroad, to create a thriving market for imported goods.
3. Project to boost the nighttime economy.
The district plans to accelerate the construction and operation of a nighttime economy demonstration block and Huaguoyuan square and promote the development of a Zhucheng square nighttime economy cluster area.
4. Project for building characteristic blocks.
By speeding up the construction of a pedestrian street in Guiyang International Avenue and creating areas with individual character, the district plans to accelerate the establishment of pedestrian streets. It will actively continue to improve their quality.
5. Project for convenient commerce and shopping.
The aim is to achieve retail shopping convenience, with intelligence, tidiness and standardization, among other things. To do so, the commercial formats of all communities in the district will be evenly configured to promote the quality improvement and upgrading of small shops.
6. Project to develop modern logistics industry.
Nanming plans to build a cluster of emerging modern logistics industries. It will promote the integrated development of emerging technologies with the traditional logistics industry, to create a fast and efficient modern logistics system and modern logistics cluster area. It will strive to develop the district as a distribution center for bulk materials and fresh vegetables that are shipped throughout the whole province.
7. Project to boost integrated development of domestic and foreign trade.
Nanming plans to make full use of Guiyang and Guian integration development opportunity. This will help meet consumer demand, actively help foreign trade enterprises expand their sales channels, ensure the smooth operation of the industrial supply chain and accelerate the transformation of export to domestic sales.
At the same time, the district will support links between foreign trade enterprises and domestic trade enterprises. It will encourage domestic trade enterprises to develop foreign trade markets. Nanming will expand the sales of foreign products by big trading businesses. By 2022, the target is for total imports and exports of the district to be worth $1.2 billion annually, with an average annual growth rate of 10 percent.
8. Project to attract foreign investment.
It is planned that by 2022, actually utilized foreign capital in the district is targeted at reaching $300 million annually, with an average annual growth rate of 20 percent.
9. Project for a big data service outsourcing cluster area.
Taking the construction of the Nanming new digital industry cluster as an opportunity, the district plans to integrate all kinds of resources. This will create a district-level public service platform with function sharing -- and make the cluster a large platform for the development of the software service outsourcing industry in the district.
