Nanming district in Guiyang -- capital city of Southwest China's Guizhou province -- recently issued working plans for optimizing its business environment in 10 areas and unveiled 24 specific measures, according to local media reports on June 29.
District officials said the initiative was in response to problems and gaps identified in the business environment assessment in 2019.
The new measures cover 10 areas when people start a businesses.
These are: applying for building permit, obtaining electricity, obtaining water and gas, real estate registration, tax service, getting credit, government service, market supervision and business confidence.
Officials noted that all the measures were formulated to simplify business affairs handling procedures, shorten processing times, reduce the costs of handling affairs, improve the level of government services and strive to optimize and improve the business environment of the district.
They added that in order to ensure the implementation and effectiveness of the plan, Nanming district among other things plans to improve the regular meeting system for its business environment optimization, establish a joint meeting system of special working departments and form a hierarchical promotions mechanism.
It also plans to improve the complaints feedback mechanism through multiple channels, establish a problem corrections mechanism, improve the district's information release and submission mechanism and improve the assessment mechanism.
