History of Nanming

The evolution of Nanming locality has gone through the Yuan, Ming and Qing dynasties. During the Yuan Dynasty (1271-1368), it was under the governance of Shunyuan Pacification Office, a liaison unit between state and road administrations – respectively a first and second level unit of administrative division during the Yuan dynasty. At the beginning of the Ming Dynasty(1368-1644), it belonged to Guizhou Pacification Office. In 1569, the third year of Emperor Longqing, Guiyang prefecture was established and Nanming came into its jurisdiction. In 1586, the fourteenth year of Emperor Wanli, the region was brought to the jurisdiction of the newly established Xingui county. In 1687, the twenty-sixth year of Emperor Kangxi, Guizhu county was set up to include the region. In 1914, Guiyang county was established and Nanming was subordinated thereto. On July 1, 1941, the Guiyang municipal government was founded and Nanming was under its jurisdiction. In November 1944, Guiyang city was separated into nine districts, and a district office was designated as the first-level administrative organization of each district. Among them, the first to fifth districts are urban areas and the sixth to ninth districts are suburbs. The administrative scope of the present Nanming district covered both the fourth, fifth urban areas and the sixth and eighth suburb districts. On Nov 15, 1949, Guiyang was liberated. On Nov 22 of the same year, the Guiyang Military Control Committee was established, and the Guiyang municipal people's government was established on the next day. On Nov 25 1949, the former Guiyang's fourth and fifth district offices were taken over by the municipal people's government.

In May 1950, Guiyang city redefined its urban area to meet the needs of urban management and construction, and the city was divided into seven districts. The original fourth and fifth districts were re-designated as the new third and fourth districts, and the Third and Fourth People's District Offices of Guiyang were established respectively. On Sep 1, 1950, they were renamed the Third and Fourth District Offices of the Guiyang Municipal People's Government.

On Sept 15, 1951, the district offices were revoked; meanwhile, the Third and Fourth District People's Governments of Guiyang were established as the county-level political organs. In June 1953, the third and fourth districts were merged into the third district, led by the Third District People's Government, and the former Fourth District People's Government was revoked.

In May 1955, at the third meeting of the Third District People's Congress, the Third District People's Committee (referred to as the District People's Committee) was elected to exercise the powers of the original district people's government. In Aug 1955, the third district was renamed Nanming district. In April 1967, the Nanming District Revolutionary Committee on Mao Zedong Thought was established in Guiyang. In August, it was renamed the Nanming District Revolutionary Committee. In November 1981, the Nanming District Revolutionary Committee was abolished and the Nanming District People's Government was established. In 2000, the administrative area of the jurisdiction was divided into two townships, 11 administrative villages, 15 sub-district offices, and 139 resident committees. In 2009, the district governed four townships (in early 2009, Xiaobi and Yongle townships were incorporated), 29 villages, 15 sub-district offices, and 141 residents committees with a total area of 209.34 square kilometers. In 2012, the reform of the grass-roots management system was carried out, and 15 sub-district offices were adjusted to 18 community service centers. In 2014, the district governed four townships and 19 community service centers (Guizhou Shuanglong Airport Economic Zone was delegated in 2014 to govern Xiaobi township, Longdong community, Jianlong community, Luoli and Baiyang counties in Yongle township, and Yunguan and Mutou counties in Yunguan township).
