Nanming district promotes high-quality development to lead Guiyang city

Nanming is the central district of Guiyang city, capital of Guizhou province, with a superior location, abundant resources and a good foundation. Nanming has made long-term commitment to transforming the existing advantages into development momentum, promoting the high-quality development of regional economy and playing the leading role in Guiyang city's opening-up and development.

In 2018, the GDP of Nanming district reached 80 billion yuan ($11.9 billion), which climbed by 0.8 percent year-on-year, and contributed 21.1 percent to that of Guiyang. The total economic output increased by 6.9 billion yuan over the previous year, which was 2.1 percentage points higher than the increase of Guizhou province and 1.3 percentage points higher than that of Guiyang.

The district's economic growth ratio has been ranking the forefront of the province since 2016. 

It was among the top 100 national science and technology innovation zones and the top 100 national green development zones, and was recognized for the fifth consecutive year as among the top 100 comprehensive strength districts and the top 100 investment potential areas in small and medium-sized cities across the country.

The gratifying data and glamorous honors are the best evidence for Nanming achieving economic development breakthroughs through pursuing stability while striving for strength, transforming innovation into dynamics, and disrupting the conventional innovation paths. In 2018, Nanming district focused on the crucial deployments for developing real economy and digital economy in the province and municipality, implemented the "Bringing in one thousand enterprises" and carried out the large-scale business attraction initiative in industrial undertakings. These were made a starting point for Nanming to further integrate strength, make precise planning, highlight key points and consolidate measures, through which the region's economic development indicators ranked the forefront of the province and the city in many fields.

The "Bringing in one thousand enterprises" initiative exhibited a strong momentum. The newly settled companies in the district include more than 16 headquarter enterprises, such as the Eagle Sight Group listed among "National High-tech Enterprises", the China Resources Pharma listed among "China Top 500 Enterprise", Alibaba Taoxianda Supermarket Southwest Headquarter and Suning Redbaby Guizhou Headquarter, and more than 60 high-quality enterprises including Tsinghua Tongfang, Taiwan MiTAC-Synnex Group and Tai Cloud Corporation, as well as more than 40 high-end service companies including Beijing Yingke Law Firm. A total of 74 new regulated and capped enterprises were incorporated, which exceeded the goal of 28 for the whole year.

Nanming vigorously implemented the Big Data Plus initiatives, stimulated the new impetus of enterprise economic development, and actively promoted the integration of real economy and big data. The traditional brick-and-mortar entities such as The Godmother, Xingli Department Store, Carrefour and Wal-Mart realized online and offline integration of the industry and connected to Tmall, Meituan, JD and other platforms to carry out the distribution of goods. The big data e-commerce industrial cluster area received 535 registered enterprises, 45 settled offline experience stores and many well-known e-commerce companies such as Carnet Motors and Qian Wufu, and was awarded the "Top Ten Guizhou E-Commerce Demonstration Base". The revenue from the main businesses of big data enterprises reached 9.7 billion yuan, equivalent to 102 percent of the established annual target, and was at the nation's average level. As a result, the district is now recognized by the Provincial Big Data Bureau as the first echelon of big data development in the province.

Last year, Nanming's first batch of new retail projects, including Fresh Hema and Taoxianda, settled in Nanming. The region's online retail sales reached more than 2.5 billion yuan, an increase of more than 30 percent year on year, ranking the forefront of the province in absolute terms. The Huaguoyuan Service-type Digital Economic Cluster flourished and a cloud service industrialization base was established. It was recognized by the Provincial Development and Reform Commission as a provincial-level modern service industrial cluster and was awarded the "Provincial Entrepreneurship and Innovation Demonstration Base".

Key words: development zones to start the new engine for growth

Stepping into a new era and facing new demands, Nanming district avoids the distractions of unsubstantial ideas and superficial fame and closely follows the municipal party committee's vision of one product and one industry-leading all to richness. The district will firmly grasp the fundamental requirements of high-quality development, strengthen the role of a core district for the provincial capital, and build a steady foothold on the spatial layout of one river, four roads, two parks, two districts and six business circles, so as to firm its positioning as an "International High-end Consumer Goods Industry and Trade Demonstration Zone". Nanming will also seize the opportunity to further build itself into a real economy integration development zone, a pioneering urban renewal demonstration zone and a social governance innovation application zone as a way to achieve innovation drives and deep integration, promote the co-development of middle- to high-end consumption and middle- to high-end manufacturing, and better play the leading role of Guiyang's opening-up and development. As it will be guided by a high level of openness, Nanming district is gearing up for comprehensively promoting high-quality economic development.

This development orientation is a realistic choice out of the staged characteristics of Nanming's economic and social development. It is an in-depth implementation of the central, provincial and municipal strategies and decisions, and an important carrier for promoting the effectuation of the strategies and decisions made by the provincial party committee and the municipal party committee. The middle- to high-end consumption will be promoted with the Internet Plus initiatives, where the integration of both offline and online transactions is to be accelerated and the development of commerce and trade circulation industry is to be attached priority. The industrial clusters will be built with the Service Plus initiatives, where the supply and demand integration will be highlighted and the development of middle- to high-end manufacturing will be strengthened. The reconstruction of industries will be promoted with the Big Data Plus initiatives, where the digital and real economy integration will be progressed and the development of modern service industry will be further advanced. The visibility and popularity of the region will be boosted with the Brand Plus initiatives, where the integration of distributed consumption will be enhanced and quality tourism will be advocated and developed.

Nanming will spare no effort on forging a pioneering urban renewal demonstration zone and will focus on environmental re-engineering, functional re-engineering and ecological re-engineering.
