At the "Enterprises' Home" service window in Qingzhen's government service center, Xiao Shenglang, a safety officer from Guiyang Conch Panjiang Cement Co, recently submitted an online application for a capacity expansion project with the guidance of a staff member. Remarkably, all procedures were completed in just 40 minutes.
"This was unimaginable before," Xiao said. "Back in 2008, handling similar procedures required running between multiple departments in Guiyang and Qingzhen, taking at least 15 working days."

"Enterprises' Home" integrates resources from 34 departments, enhancing provincial standard functions with additional services related to legal affairs, finance, talent, and taxes. It forms a comprehensive service space, covering all business-related departments, towns, sub-districts, and industrial parks in the city and offering "one-stop" solutions.
In the Qingzhen Economic Development Zone, "Enterprises' Home" has implemented a service mechanism known as "3+2+3" (collecting issues through three channels, managing them with two tools, and resolving them through a three-tier mechanism), providing targeted support for 91 enterprises above a designated size.
To date, this "3+2+3" mechanism has responded to and effectively addressed over 70 business requests, achieving a resolution rate of 82.35 percent. This has created a market-responsive service stronghold for regional economic development.
