The city of Qingzhen in Guiyang, Southwest China's Guizhou province, has since the beginning of this year been responding to Guiyang's call to form a to-do list for people's welfare that covers 36 specific items related to employment, education, healthcare, rural revitalization, environmental protection, living conditions, transportation, city image, security, and public services. The list involves a total of 791 million yuan ($123.4 million) in investment.

Government officials are currently required to supervise or investigate at least two items, with special attention given to items that have been delayed for some reason. The overall implementation of these items will be reported every month, with analysis of existing problems and the causes of these problems, followed by reasonable solutions or suggestions. To date, the government has carried out such investigations 28 times.

The management and completion of these items is now included as part of the performance evaluation for government staff members.

So far, 21 of 36 municipal items, as well as 18 of 32 city items on the to-do list have been completed in Qingzhen.
