Qingzhen prioritizes employment and entrepreneurship in 2020

The county-level city of Qingzhen in Southwest China's Guizhou province has innovated training models, built platforms and strengthened assistance to promote employment and entrepreneurship since the beginning of 2020.

Qingzhen has carried out training in enterprises, villages and towns based on laborers' desires and the market demand. It has conducted 191 vocational skills training sessions on beauty and styling, cooking, vehicle operation, nursing and housekeeping, with the attendance reaching 10,475. The district also gave entrepreneurship training to 780 people and offered 4,573 enterprise employees training on vocational skills improvement and safety.

By the middle of last December, 45 job fairs were held in Qingzhen, with 891 enterprises offering 47,200 jobs and more than 32,000 people reaching preliminary employment agreements with employers. Local government-sponsored institutions organized six recruitment events for the public, recruiting a total of 463 people.

Qingzhen city has also encouraged and guided high-quality enterprises to apply to become employment internship bases and provide work internships to college graduates who have not been employed within two years of leaving school or unemployed youths between the ages of 16 and 24. After independent application, on-site visits and evaluations, the city has identified 15 enterprises and institutions as youth internship centers. The centers have provided 572 internship positions.

Twelve poverty alleviation-oriented workshops have been established in Qingzhen city, employing 90 laborers from poor and relocated households. Meanwhile, the city has opened 634 public welfare jobs for poor people, relocated people, unemployed college graduates and people with employment difficulties. 

The city has also implemented policies to support entrepreneurship. Over the past year, the city has issued 845 households with 8.01 million yuan ($1.24 million) of independent entrepreneurship incentive funds and rental subsidies and gave a total of 47.05 million yuan in guaranteed entrepreneurship loans to 285 people.

Moreover, Qingzhen has assisted enterprises in stabilizing employment. At present, 225 enterprises have applied for deferred payment of social insurance premiums, with a total deferred payment amount of 73.83 million yuan.

The city has completed the approval of 1,200 enterprises for three social insurance exemptions, with a total exemption amount of 70 million yuan.
