Residents of Guiyang's Guanshanhu district no longer need to travel repeatedly or navigate complex procedures to access medical insurance services, thanks to a new initiative that brings assistance directly to their homes.
The district's healthcare security bureau has launched the "Guan Xiaobao — Medical Insurance e-Service Express", an outreach program that integrates medical insurance services with family doctor visits. The initiative is designed to help seniors, people with chronic illnesses, pregnant women, and other groups that often face challenges accessing public services.
For 63-year-old Huang Mingfen, who has lived with hypertension for three years, the program has significantly reduced her financial burden.
After a family doctor helped her apply for a chronic disease certificate during a home visit, her monthly medication costs dropped from several hundred yuan to just a few dozen yuan, thanks to expanded insurance reimbursement.
Under the new model, family doctors identify residents' insurance needs during routine visits, explain relevant policies, and help prepare application materials. Documents are then submitted electronically to the district medical insurance bureau for review, with approved certificates delivered directly to residents' homes, eliminating the need for in-person visits.
To support the program, doctors received specialized training in 25 frequently used insurance services, including chronic disease certification, cross-regional medical treatment registration, and family insurance account sharing.
The district has also established "Medical Insurance e-Service Desks" at hospitals and pharmacies to provide on-site assistance for insurance-related inquiries and procedures, complementing the home-visit service.
Currently, 63 community healthcare institutions have joined the program. During its pilot phase of just over two months, the program has delivered convenient, doorstep services to nearly 1,000 insured residents, reflecting Guanshanhu's efforts to make public services more accessible, efficient, and people-centered.
