Guanshanhu district in Guiyang, the capital city of Southwest China's Guizhou province, has increased its number of talented individuals to 170,000 through system improvement, talent attraction and environment optimization. The number is three times the target set for the 13th Five-Year Plan period (2016-2020).
The district has focused on talent attraction, cultivation and services to improve its talent system and mechanism. More than 10 favorable policies for talented and highly-skilled workers have been formulated to build the district into a talent cluster.
Guanshanhu has recruited an increasing number of in-demand talents through various talent attraction platforms, such as the annual Guizhou Professionals Convention. It also organized skills training for more than 180,000 workers by using training resources from industrial departments, vocational colleges and training institutions.
In the past five years, experts who were recommended to grassroots regions by the district have solved a total of 429 agricultural problems and provided 1,921 legal consultations. In addition, the district has established an expert database with more than 2,000 professionals.
The district has provided more than 120 apartments for talented workers and entrepreneurship teams to rent as part of its drive to optimize the development environment. The community has worked hard to solve newcomers' worries, providing healthcare facilities, financial support, and taking care of their children's education.
