Guanshanhu district in Guiyang – capital city of Southwest China's Guizhou province – is focusing on implementing an innovation-driven strategy to promote the high-quality development of its economy.
The comprehensive scientific and technological strength and innovative abilities have improved remarkably due to a series of effective measures introduced during the 13th Five-Year Plan period (2016-20).
The science and technology progress index of the district increased from 84.65 percent in 2015 to 93.86 percent currently, providing strong support for premium economic and social development during the 14th Five-Year Plan (2021-25).
Statistics showed that last year there were 266 high-tech enterprises in the district, 4.3 times of that of 2015, with an average annual growth rate of 51.9 percent. The R & D expenditure of manufacturers above a designated size – defined as those with yearly revenue of over 20 million yuan ($2.8 million) – reached a total of 227.11 million yuan ($34.2 million), ranking it fourth in the city.
The district also established a number of provincial platforms to promote the development of innovation and entrepreneurship. These included a Guiyang big data industry innovation and development center, the Guanshanhu e-commerce development center and the academician workstation from the Guizhou Geological Survey Institute.
To date, the district has established one national maker's space, one provincial maker space, four municipal incubators and there two innovative institutions that under construction. All the innovative institutions cover an area of 22,000 square meters.
The district will continue to enhance its ability to transform scientific and technological achievements. Currently, the district has 11 R&D platforms at or above the provincial level, including four national R&D platforms.
Last year, the district cultivated 11 big data integration projects and implemented 10 scientific and technological projects.
