Investment policies

I. Area of Application

The policies and measures are applicable to enterprises registered in Guanshanhu and pay taxes in the district(since the release of the policies and measures, enterprises newly registered and founded in Guanshanhu district or moved into the district are newly settled enterprises; enterprises already registered and founded, or having moved into Guanshanhu district, are settled enterprises), enterprises and employees engaged in finance, big data, big health, exhibition, trade, tourism, modern manufacturing, or other industry business operations which conform with provincial and municipal industry orientations, enterprises and employees which have independent corporate qualification, whose accounting systems are sound and introduce independent accounting, enterprises and employees which have no safety production accidents in the operation annual session, which are not placed on a national list of defaulters or do not have other dishonest acts, as well as other corporate or non-corporate organizations and their employees which have actual contributions accredited by the Guanshanhu district government.

II. Industrial Support Policies

For newly settled enterprises defined in "areas of application", if they contribute more than 500,000 yuan for annual economic contribution to Guanshanhu district in three years, since they meet the standards and within 5 years (60 months in total), according to this enterprises' actual economic contribution towards Guanshanhu district, they will get 50% of industrial support fund for the first 3 years and 30 percent for the fourth and fifth year. Enterprises which don't meet the requirements in 5 years will not get industrial support. This is not applicable to enterprises in Guanshanhu Modern Manufacture Industrial Park and enjoy related industrial policies.

III. Measures on Supporting Key Industrial Projects

1. For newly settled high-end boutique hotels managed by famous hotel brands whose annual revenue reach above 50 million yuan and are listed in the statistics in Guanshanhu district and the hotel management enterprises conform with the condition of "areas of application" for this policy, the hotel management enterprises will be awarded 1 million yuan for one time.

2. For newly settled health big data, internet health care and other big health industry enterprises which reach annual actual economic contribution for over 2 million yuan for Guanshanhu district, they will be awarded for less than a 500,000 yuan bonus for one time according to 3 percent of their specialized equipment procurement fee.

3. For their newly settled wholly-owned subsidiaries in Guanshanhu district by big data enterprises listed on overseas famous stock exchanges, if they reach over 2 million yuan of annual economic contribution for the district, they will be awarded a 500,000 yuan bonus for one time. For big data enterprises listed on China's main board, growth enterprise market and Sci-Tech innovation board whose newly settled wholly-owned subsidiaries in Guanshanhu district reach over 2 million yuan of annual economic contribution for the district, they will be awarded a 300,000 yuan bonus for one time. Big data enterprises standards will be recognized by big data industry management department.

4. For newly settled enterprises whose big data and real economy convergence projects filed in "Guizhou Province thousands of enterprises convergence projects dispatch system" recognized as model projects by city-level departments, they will be awarded a 50,000 yuan bonus for one time; enterprises whose projects are recognized as benchmark projects will be awarded a 100,000 yuan bonus for one time.

5. For newly settled enterprises which actually operate and manage new business projects above 50,000 sq m (real estate for business purpose, excluding parking lot, and should be single business project) and whose new business projects reach over 1 billion yuan for annual main business in Guanshanhu district, the actual operating and managing enterprises will be awarded a 1 million yuan bonus; every time the annual main business revenue in Guanshanhu district increases by 1 billion yuan, another 1 million yuan bonus shall be awarded; annual accounting will be introduced. The maximum accumulative bonus for one single enterprise in one year is 3 million yuan.

6. Newly settled trade retail enterprises whose wholly-owned or holding enterprises' trade and retail annual main business income in Guanshanhu district reach above 1 billion yuan according to corporate independent accounting shall be awarded a 1 million yuan bonus. When the annual main business revenue in Guanshanhu district increases by 1 billion yuan, the bonus shall increase by 1 million yuan; annual accounting will be introduced. The maximum accumulative bonus in one single year is 3 million yuan.

7. Newly settled catering enterprises whose annual main business income in Guanshanhu district reaches over 10 million yuan and whose economic contribution for Guanshanhu district reaches over 1 million yuan will be awarded a 100,000 yuan bonus. Those whose annual main business income in Guanshanhu district reaches over 30 million yuan and whose economic contribution for Guanshanhu district reaches over 3 million yuan will be awarded a 300,000 yuan bonus. Those whose annual main business income in Guanshanhu district reaches over 50 million yuan and whose economic contribution for Guanshanhu district reaches over 5 million yuan will be awarded a 500,000 yuan bonus. The maximum bonus for one single enterprise is 500,000 yuan.

8. Enterprises registered in statistics department of government will be awarded 100,000 yuan from the second filed year when they realize a 10 million yuan increase of their annual income. The maximum accumulative bonus in one single year is 1 million yuan.

For enterprises registered in statistics department of government whose output is less than 200 million yuan, if their output is over 15% from the previous year, they will have a no more than 500,000 yuan bank benchmark interest rate discount. For those whose output is over 200 million yuan and the percentage increase is over 15%, they will be awarded a no more than 1 million yuan bank benchmark interest rate discount. The discount amount will not be higher than enterprises' actual bank loan interest in the same year.

For industrial enterprises registered in statistics department of government which is technically reformed and recorded by industry management departments, after the projects are completed and go into operation, a bonus will be awarded according to 1% of the project fixed assets investment volume in that year accredited by statistics department. Bonus for a single project should not be over 5 million yuan.

For newly enterprises which are registered in statistics department of government, a 400,000 yuan bonus will be awarded for one time.

9. For enterprises which have newly been listed in national, provincial or municipal industrial management departments' pilot program or won such qualifications, after the pilot projects are passed or the qualification certificates are acquired, the enterprises will be respectively awarded a1 million yuan, 500,000 yuan, 200,000 yuan bonus. The difference will be fulfilled if the enterprises are upgraded.

10. For the office buildings projects which are newly built and go into operation in Guanshanhu district whose office area is over 5000 sq m and is operated by specialized merchants and operation institutions, if their annual actual economic contribution volumes for Guanshanhu district are more than 50 million, 100 million and 200 million, and the merchant and operation institutions conform with the condition of "area of application" of this policy, the office building merchants and operation institutions shall be awarded a 1 million yuan, 2 million yuan and 5 million yuan bonus for one time. The difference will be fulfilled if the institutions are upgraded.

Ⅳ. Innovation and entrepreneurship bonus policy

1. National, provincial or municipal-level accredited innovative incubators (maker space), entrepreneurship and innovation example bases, engineer (technology) research centers, enterprise technological centers and other carrier enterprises will be awarded a bonus that accounts for 50% of bonus or subsidized capital from government departments at higher levels.

2. For enterprises in big finance, big data, big health, big exhibition, big trade, big tourism or modern manufacturing, if they enter incubators carrier recognized by city and above management departments, they will be awarded a 20,000 yuan start-up capital. For incubated enterprises which acquired provincial, city innovative enterprises, intellectual property advantage cultivation (pilot) enterprises and high and new technology enterprises recognition, the incubation carrier enterprises will be awarded a 30,000 to 50,000 yuan bonus. For the graduate enterprises* which have more than two secondary independent intellectual properties, whose accumulative business revenue reaches over 10 million yuan for two consecutive years and continue to operate in Guanshanhu district, upon recognition the incubation carrier enterprises will be awarded 100,000 yuan bonus and the graduate enterprises will be awarded 200,000 yuan bonus.

3. For enterprises which newly organize entrepreneurship and innovation competitions and other events, if the events are recorded and approved by the district's industry management departments, the enterprises will be awarded a subsidy of less than 30% of the actual spending and no more than 200,000 yuan. The first to third place enterprises of the competitions recognized by the district industry management departments will be awarded a 200,000 yuan, 100,000 yuan and 50,000 yuan bonus respectively.

4. For enterprises whose projects win national, provincial or municipal prizes for scientific and technological progress and industrialization, the enterprises will be respectively awarded a 500,000 to 1 million yuan, 200,000 to 500,000 yuan, and 50,000 to 200,000 yuan bonus. For intellectual property which acquires national, provincial and municipal prizes, the enterprises will be respectively awarded a 200,000 to 300,000 yuan, 100,000 to 200,000yuan and 50,000 to 100,000 yuan bonus. The difference will be fulfilled if the enterprises are upgraded.

5. Enterprises recognized in provincial scientific and technological growth echelon will be awarded a 50,000 to 500,000 yuan bonus. For enterprises which are newly conferred titles of national, provincial or municipal innovative enterprises, intellectual property demonstration (pilot) enterprises or intellectual property advantage cultivation enterprises, they will be respectively awarded a 100,000 to 500,000 yuan bonus. The difference will be fulfilled if the enterprises are upgraded. Enterprises which are newly conferred titles of technologically advanced service enterprises and high technology enterprises will be respectively awarded a 100,000 yuan and 300,000 yuan bonus. These two bonuses shall not be both awarded. For newly approved and settled academician work station, a 500,000 yuan bonus will be awarded.

6. For enterprises which are newly licensed for invention, utility models, design patents and win a bonus from municipal functional departments, the enterprises will be awarded another bonus that accounts for 50% of the bonus from city functional departments. The above bonus for one single enterprise shall not exceed 100,000 yuan a year. For enterprises which have bank loans with main guarantee pattern of intellectual property pledge, the enterprises will be awarded a subsidy of 50% of the loan interest every year. The subsidy for one single enterprise shall not exceed 500,000 yuan a year. Each loan subsidy should not be awarded for over two years.

7. For enterprises which conduct national, provincial and municipal scientific and technological innovation projects and scientific research subjects, once the projects or subjects are examined or concluded, the enterprises will be awarded a bonus that accounts for 20% of the subject capital according to projects acquired at each level. The bonus for each project and subject shall not exceed 1 million yuan.

8. For incubator enterprises whose projects contribute significantly to Guanshanhu district's economy, they will be awarded a bonus that accounts for 10% of the contribution of the projects to the district from the first year to the fifth year.

Ⅴ. Other Policies

1. In 5 years (60 months) since the enterprises start to enjoy the policy according to " II. Industry Support Policies", if the employees of the enterprises, due to employment relationship, in some year produce economic contribution of over 20,000 yuan to Guanshanhu district for 5 years in a row, they will have a bonus that is100% of their actual economic contribution due to employment relationship. Enterprises which do not meet the requirements in a year within the five years will not be awarded the bonus for that year. The related bonus will be delivered together to the employees' enterprises.

2. For newly settled enterprises which have an actual annual economic contribution of over 50 million yuan to Guanshanhu district, the operation and management team shall be awarded a bonus of 3% of the enterprises' actual contribution. The bonus shall not be awarded for over 3 years. The application shall be filed by the enterprises. The bonus will be delivered to the enterprises.

3. For companies in big finance, big data, big health, big exhibition, big trade, big tourism or modern manufacturing, they will be rated for annual distinguished enterprises by economic contribution and social contribution according to industrial category and be awarded a certain bonus. The bonus plan will be formulated separately.

4. Related policy supports are also available to excellent projects invested by Fortune 500 companies or top 10 companies in their industry; to enterprises whose annual economic contribution to Guanshanhu district reaches over 100 million yuan; and to enterprises and talents which have great potential and contribute significantly to important economic aspects.

Ⅵ. Supplementary Provisions

1. Economic contribution stated in this policy refers to enterprises' contribution to Guanshanhu district's economic development and industrial growth. The related economic index will be recognized by the district's related functional departments.

2. The enterprises which enjoy this policy should clarify investment or cooperation matters in written forms with the Guanshanhu district government or related institutions. The enterprises' industrial and commercial and tax relationship in Guanshanhu district and normal operation duration should not be less than 10 years. During this period, if the enterprises reduce registered capital, declare bankruptcy, move out or cancel registration, the enterprises or employees should refund all the policy support bonuses which have been enjoyed before. Enterprises which violate laws and regulations will be investigated for legal responsibility according to law.

3. If the enterprises (projects) are qualified for different financial stimuli, or the same type of stimuli at different levels, they will receive the highest bonus and not others. The amount of enterprises bonus stated previously will be decided by Guanshanhu district's related departments.

4. Qualified enterprises shall file the applications and the district government departments will deal with them according to stipulated procedures.

5. The policies and measures in this document take effect immediately when promulgated. Enterprises which have already started to file applications in accordance with Guanshanhu other policies shall proceed with their applications. Those enterprises which have already finished the applications and received the benefits will not be qualified for the policies and measures in this document. If previous policies are different from those in this document, this document should govern. If enterprises have related agreements, the agreements should be implemented.

6. The document will be explained by the Guanshanhu Business and Investment Promotion Bureau.

*For State-owned enterprises and non-State-owned enterprises which annual income reaches above 20 million yuan, if they filed in government's statistics system, they should submit their statistical statement regularly.
