Xifeng county has brought financial and tax services forward into rural asset transactions and operations in recent years, helping village collectives manage their accounts in a more standardized fashion and complete tax procedures more efficiently, thereby facilitating the better circulation and utilization of idle resources.
In the past, some village collectives lacked financial and tax knowledge, leading to difficulties in bookkeeping and irregular procedures, which in turn affected asset activation and income realization. Now, with pre-guidance services in place, village collectives are able to complete the proper registration and standardized management before carrying out asset transactions, improving overall operational efficiency.
Meanwhile, local authorities have provided training and on-site guidance to village officials and financial staff members, helping them master basic procedures such as bookkeeping, contract signing, and policy application. So far, more than 20 training sessions have been conducted, reaching about 700 participants. Over 10,000 vouchers and contracts have been reviewed, with irregularities systematically corrected.
Driven by this model, idle rural assets are being steadily activated. More than 1,000 rural asset transactions have been completed, with a total transaction value of 190 million yuan ($28 million). Previously idle land has been developed into aquaculture projects, abandoned factory buildings have been put back into use, and village collective incomes have continued to grow.
