In September 2020, Xifeng county in Guiyang was selected as a pilot area for the new round of rural homestead system reforms in China.
By December of the same year, the Xifeng County Rural Property Comprehensive Service Center was established, aiming to explore the market potential of rural homesteads and attract more financial resources into rural areas.
Through the center, Xifeng has built a three-tier rural property transaction market system encompassing county, town and village levels.
The center has created a "one-stop service" information platform for rural property, enabling the entire transaction process to be conducted online and allowing farmers and business entities to enjoy professional and high-quality rural property transaction services without leaving their homes.
"From the submission of the transfer application by the applicant to the review by the county, town and village, to the listing of the project, the registration of interested parties, and the final completion of the transaction, we provide a full-cycle, closed-loop service for both parties," said Wan Hong, manager of the center.
The center operates under the framework of "one platform, five centers," integrating policy promotion, transaction consultation, asset evaluation, financing consultation, dispute mediation and arbitration, and centralized financial management and accounting.
This provides comprehensive property transfer services for the general public, village collectives, and villagers.
The "transparent transactions" initiative has revitalized rural assets, enabling online collection, online transactions, online signing and online verification of rural homestead usage rights and farmhouse property information. This has transformed fragmented and sporadic transactions into standardized and centralized property transfers.
To date, the center has listed a total of 1,627 properties and completed 910 transactions with a total transaction value of 138 million yuan ($18.90 million).
