In recent years, Xifeng county in Southwest China's Guizhou province has been diligently implementing policy measures to enhance its business environment, and efforts have yielded significant returns.

By 2023, Xifeng had achieved a 100 percent online processing rate for general government services, ranking second in the province in business environment evaluation. That same year, Xifeng secured agreements for seven key investment projects and saw the addition of 19 new "above-scale" enterprises.

The term "above-scale enterprises" refers to industrial enterprises above a designated size, qualified construction enterprises, wholesale, retail and accommodation enterprises above a certain threshold, and service enterprises above a designated size.

In the first quarter of 2024, Xifeng reported a total industrial output value of 2.76 billion yuan from these enterprises above designated size.

In order to further streamline administration, delegate power, improve regulation, and upgrade services, Xifeng has issued several key documents, including the Xifeng County Business Environment Optimization Mechanism, the Xifeng County Business Environment Optimization Joint Meeting System, and the Implementation Opinions on Further Using Judicial Functions to Provide Judicial Protection for High-Quality Development and Business Environment Optimization.

Currently, the county boasts 11 convenience service centers and 179 convenience service stations, with 201 standardized service windows in place.

The county's business service philosophy of "responding to all requests and not meddling without reason," along with its continually innovative work mechanisms, has earned widespread praise from local enterprises. This approach has significantly bolstered business confidence in investing and developing in Xifeng.

Since the beginning of 2024, Xifeng has resolved over 10 reasonable business requests and proactively provided 20.79 million yuan in loans to nine private enterprises in need of financing.
