A heavy snowstorm hit Xifeng county, Guiyang, Southwest China's Guizhou province on Feb 22. Daily life for locals was adversely affected by the low temperatures and icy road.
The county government initiated an emergency response plan two days before the storm, and called for the strict implementation of safety measures by supervision departments in charge of the county's gas supply, mining, commerce, explosive equipment, culture and tourism, special equipment, construction sites, hazardous chemicals, and fireworks in order to prevent accidents from occurring.
The county's emergency bureau and meteorological units have cooperated in monitoring, tracking, analyzing, and forecasting the weather.
Party members of Xifeng were assembled to spray salt on the ice, visit people in need, and follow a 24-hour shift schedule.
Circulars including measures to help villagers minimize the damage caused by low temperatures on agriculture and disaster prevention and control actions were released by the county's agriculture and rural affairs. The towns' and sub-districts' agricultural centers were instructed to collect data from rural households hit by disasters.
