"Now I don't have to run from one department to the next when dealing with government affairs like I used to. I submitted the business registration files this morning, and I got the business license and official seal this afternoon," said one entrepreneur looking to start a business in Xifeng county, Guiyang, Southwest China's Guizhou province.
A conducive business environment is one of the key elements for the development of a city. Since 2021, the Xifeng Government Service Center has advanced reforms in a phased manner, including adjusting its original service system to ensure that people can handle their affairs at just one comprehensive window, and that government affairs administered by service centers outside Xifeng are recognized by the county.
"Before these reforms, independent windows were set up for businesses, taxes, public security, and social security. Now the original 122 service windows have been further integrated into 67 comprehensive windows, and the 1,424 items related to running businesses can now be handled at just one window. Meanwhile, a special self-service window has been established where people can be instructed on relevant procedures," said Bai Hongjun, an official from the government service center.
The county will also put more focus on reforming the delegation of power, streamlining administration, and optimizing services by creating professional service-aid teams and forming a coordinative work mechanism among departments.
