It is responsible for drafting the municipal market policies and special development plans on culture and tourism and organizing implementation after approval; supervising operations in the cultural and tourism market, coordinating and managing safety work, emergency rescue, drug control, and anti-crime work; constructing a spiritual civilization and credit system in the cultural and tourism industry; standardizing the culture and tourism industry; examining travel agencies (for domestic and inbound travel) in accordance with the authority; rating and managing star-rated hotels, boutique summer resort hotels and guesthouses in accordance with the authority; regulating and promoting the service quality of the culture and tourism market; managing the tour guides throughout the city; and undertaking and guiding work related to travel insurance and industry associations.
