The Guiyang bureau of culture and tourism in Southwest China's Guizhou province recently issued a notice to help Guiyang's culture and tourism companies overcome difficulties brought by the shut down during the prevention and control efforts of the novel coronavirus outbreak.
According to the notice, those renting commercial real estates from State-owned enterprises and institutions at the municipal or district levels will enjoy rent exemption from February to March, and a 50 percent discount on rent from April to June. Stated-owned enterprises and institutions at the provincial or national level are also encouraged to follow this policy.
In the cases of other commercial real estates for rent, the department in charge should organize real estate associations and business associations to encourage the owners to reduce rents for tenants, which will bring mutual benefits and help all parties overcome difficulties together.
Small and medium sized companies that were shut down from February to March can pay basic electricity fees according to the actual consumption level instead of the minimum payment limit.
The electricity, water, and gas supply for companies will not be stopped due to overdue bills. Companies can make supplementary payments in three months after the epidemic ends with no overdue fines.
Companies seriously affected by the epidemic related to areas like trading, accommodation, catering, tourism, and entertainment will receive a subsidy from February to the end of the epidemic, which is 30 percent of the electricity, water, and gas price provided by the municipal and district government.
Companies will also enjoy discounts in unemployment insurance, housing funds, and loans to lower operation costs. The Guiyang government will provide legal aid for companies in cases of breaking contracts due to the epidemic.
