The Guiyang Economic and Technology Development Zone (GETDZ) has introduced an innovative "three-color steward" one-stop enterprise service mechanism, encompassing red Party-building stewards, blue industrial park stewards, and orange financial stewards, addressing enterprises' development needs.
Red stewards focus on corporate Party-building initiatives; 26 blue stewards focus on project implementation, resource allocation, and administrative support; and orange stewards specialize in financing-related issues.
For example, Guizhou Yudie Electric Co optimized its corporate Party organization structure with support from a red steward, while Yongxing Machinery Co resolved a financial bottleneck by securing a 2-million-yuan ($280,000) loan with help from an orange steward.
Since October this year, blue stewards have provided 16 support services to 14 enterprises and projects; red stewards have guided four companies in standardizing their Party-building operations and facilitated the establishment of a pineapple planting project; and orange stewards have helped two companies connect with financial institutions for funding support.
This mechanism creates a closed-loop service system that integrates Party-building, industrial park management, and financial solutions, effectively addressing real challenges enterprises face in Party-building, project construction, and financing.
