In recent years, the government affairs service center of Guiyang Economic and Technological Development Zone (GETDZ) in Guiyang, capital of Southwest China's Guizhou province, has been working to streamline government administration, decentralize power, improve regulation and upgrade services to create a business-friendly environment.
In the first quarter of this year, the service center handled 26,558 cases.
In order to allow people to handle their cases in one visit, the service center has worked to move services such as signing, data verification and license sharing online.
In 2022, the service center's online handling rate reached 83.43 percent, achieving provincial and municipal work goals and tasks.
GETDZ also took the lead in reforming comprehensive acceptance without difference in the province by upgrading the scattered specialized windows scattered around the area into integrated big comprehensive windows so that more matters can be processed at a single window, and enterprises and individuals can handle their affairs in one visit.
To date, 57 departmental business windows have been consolidated into 23 comprehensive service windows, and 98 percent of matters can be handled in one visit in GETDZ.
Additionally, the service center has made great efforts to simplify real estate transactions, which used to involve eight departments, a large amount of paperwork, a complicated handling process, and a long processing time. The process has since been integrated into a "one form" application system, eliminating the need for people to repeatedly submit related materials.
The number of application materials has decreased from 176 to 23, an 86.9-percent reduction, while the processing time was shortened from 15 working days to three working days.
The 653 administrative approval and public service items offered at 13 working departments and four service enterprises in GETDZ are now able to be handled in the government affairs hall.
Also, the government service station in the government affairs hall, equipped with 16 self-service machines, is the first in the province to be available 24 hours a day seven days a week.
What's more, the service center has been focused on training its staff members. In 2022, it conducted 20 business training sessions and 74 business spot checks, including all staff members.
Moving forward, GETDZ plans to further improve the efficiency and quality of its services to boost its business environment and provide a government service guarantee for its economic development.
