The Guiyang Economic and Technological Development Zone (GETDZ) is rolling out a series of initiatives in order to stimulate the development of its economy further, GETDZ officials said.
The zone -- in Guiyang, capital city of Southwest China's Guizhou province -- will introduce measures focusing on recruitment of top staff, boosting its levels of science and technology, as well as land and finance, according to a April 10 news report on its WeChat public account.
Officials said the GETDZ will give priority to talent, land, policies, funds and other factors helping big and good projects. The priority will go to enterprises with potential, vitality and advanced technology – projects and companies that will provide a strong driving force for the zone's economic and social development.
In terms of strengthening its support to get top people to locate there, officials said the zone will accelerate the construction of a talent town and implement a GETDZ craftsmen project.
It will roll out an employment and talent recruitment plan, to attract more topflight professionals from both inside and outside the province, as well as strive to build a kind of think tank for industry talent.
To strengthen its scientific and technological support, the zone plans to accelerate the establishment there of scientific research institutions and school projects from the likes of the Chinese Academy of Sciences and Beijing University of Posts and Telecommunications.
The zone will promote and speed up the construction of new research and development institutions at or above the provincial level. At the same time, the GETDZ will allocate funds for science and technology development and promote the construction of a national intellectual property pilot park.
To boost supplies of land, the GETDZ will explore new types of mixed industrial use and undertake land acquisitions to ensure land supplies. Officials said it will make every effort to ensure that land acquired is actually used -- and aim to hit 70-80 percent of annual land transfer targets in the first half of the year.
Officials said the zone will increase the clearance of land that has been approved, but not supplied or used. They said the amount of land cleared in the year will not be less than 500 mu (33.33 hectares).
In addition, in terms of strengthening its financial support, the zone will strive to provide support to qualifying companies.
Officials said it will speed up improvements to its financial services system. It will combine a loan discount policy for small and micro enterprises with relevant bank lending products -- and build a credit financing service, full chain equity financing service and diversified value-added service system for innovative start-ups and small and micro enterprises.
