Guiyang National High-tech Industrial Development Zone (Guiyang HIDZ) in Guizhou province is adopting four approaches to attract businesses and strengthen industrial clusters.

The strategy combines business referrals, investment funds, factory space, and dedicated service teams to match companies with the resources they need to establish and expand operations.
Under the business-referral approach, Guiyang HIDZ taps established companies for recommendations of suppliers and other potential partners.
For fund-based investment, Guiyang HIDZ works with provincial and municipal investment institutions to conduct due diligence and provide equity financing. BPlus, a company specializing in amorphous and nanocrystalline materials, received investment support after relocating.

To make better use of existing properties, Guiyang HIDZ pools State-owned and privately owned factories and office buildings, matching available space with companies' needs. It also offers market-based discount vouchers to help reduce operating costs.
Five dedicated industrial service teams coordinate government departments to support businesses throughout project negotiations, construction, and operations, while identifying new investment opportunities through regular company visits.
Guiyang HIDZ has also established a dual screening mechanism to reduce investment risks. Professional investment institutions assess companies' technological capabilities and business prospects, while leading firms in industrial supply chains help verify potential partners' market competitiveness.
