Guiyang HIDZ companies recognized as national digital governance case studies

Two companies from the Guiyang National High-Tech Industrial Development Zone (Guiyang HIDZ) in Guiyang, capital of Southwest China's Guizhou province, have been included on a list of national case studies highlighting digital solutions that reduce administrative burdens at the grassroots level, released by the Ministry of Industry and Information Technology.

The selected projects are the "Single Table" village-level basic data system developed by Guizhou Big Data Industry Group and the "Duocaibao" government services platform created by Guizhou Duocaibao Internet Service Co. Among 28 cases selected nationwide, these were the only two from Guizhou province.

The two projects demonstrate how digital technologies can improve grassroots governance. The "Single Table" system addresses long-standing challenges in village-level data management, where information was previously stored separately, repeatedly collected, and difficult to share.

By integrating multiple data sources into a unified platform, the system enables centralized management, automated data capture, intelligent aggregation, and one-click report generation. Tasks that once took several days for local officials to compile can now be completed in about 15 minutes, allowing grassroots staff to devote more time to community services and rural development.

Meanwhile, the Duocaibao platform has evolved into a one-stop digital service hub integrating government services, public services, and digital commerce. The platform now handles 3,907 government service items and hosts 51 provincial department flagship portals and 414 municipal and county-level service portals.

In 2025, it further expanded its "One-Stop Efficient Service" section, covering high-frequency services such as school enrollment, newborn registration, and retirement procedures.

In the public services sector, the platform allows residents to complete tasks such as utility payments and social security verification online. In 2025, it processed 9.27 million payment orders with a total transaction value of 1.1 billion yuan ($159.2 million). By the end of 2025, the platform had recorded 162 million downloads and 29.34 million registered users, providing services more than 700 million times.

As a key hub for Guizhou's digital economy strategy, Guiyang HIDZ has been promoting the integration of digital technology into grassroots governance and public services. The inclusion of these two projects highlights both the innovative practices of local enterprises and the region's growing achievements in digital development.
