Guiyang HIDZ boosts shared innovation, industrial development

Guizhou Science City, Guiyang Big Data Sci-tech Innovation City, Huaxi University Town and Qingzhen Vocational Education City – known as the "four cities" in Guiyang, capital of Southwest China's Guizhou province – recently joined hands in a major accord.

They signed an agreement on Sept 24 to share regional resources and promote regional cooperation, technical innovation and industrial development.

The collaborative initiative is part of the Guiyang National High-tech Industrial Development Zone's (Guiyang HIDZ) 2024 autumn series activities of Science and Technology Innovation and Achievement Exchange.

Under the agreement, the "four cities" will strengthen sharing in the functional library of the sci-tech public service platform, the demand library of enterprise public services, the technology achievement linkage transformation mechanism and regional functional major innovation platforms.

What's more, they will integrate existing public service platform resources such as technology R&D platforms, pilot testing platforms and inspection and testing platforms. 

By cataloging the functions available for external services, they'll form a cross-industry, cross-profession and cross-region functional library for the sci-tech public service platform.

This will be regularly updated and published to facilitate access to professional services in basic research, technology development, achievement commercialization and enterprise management.

They'll regularly collect service demands from various business enterprises – concerning technology developments, experimental promotions, product designs, entrepreneurial incubations, pilot testing, inspections and testing and achievement transformations. 

In addition, a demand library of enterprise public services will be established. Its aim will be to reduce operational costs and risks for regional innovation and entrepreneurial business entities and to enhance technology development and production.

Focusing on the capital, technology, talent and market elements required for regional industrial development, the "four cities" will build public service platforms.

These will encompass government, industry, academia, research and applications. They will also take advantage of the platforms to encourage joint scientific and technological project efforts among research institutions, enterprises and tech intermediary organizations – as well as turn more technological achievements into products.

In addition, the "four cities" will promote the aggregation of sci-tech resources in key areas and advantageous regions. They will explore benefit-sharing mechanisms and jointly establish major functional innovation platforms – such as key laboratories, industrial innovation centers and new R&D institutions. 

It's expected that this will support cutting-edge scientific research and the development of critical core technologies and high-level talent cultivation.
