In a bid to foster and accelerate the growth of high-tech enterprises, Guiyang National High-tech Industrial Development Zone (Guiyang HIDZ) has recently introduced 10 new measures.
The policies aim to optimize the allocation of resources supporting innovation and promote the further high-quality development of enterprises.
The following measures apply to enterprises that register and pay tax in Guiyang HIDZ.
One of the measures facilitates the registration of enterprises. Guiyang HIDZ is exploring the implementation of cluster registration reforms for enterprises, aiming to make the registration process smoother and more efficient.
Another measure aims to make it easier for enterprises to access professional technical services.
Guiyang HIDZ supports professional incubators to share and utilize innovative resources, such as professional design software and large scientific instruments.
It also encourages organizations that offer specialized technical research and development services, and product typing to gather in the zone, thereby attracting more innovative and entrepreneurial teams to register their businesses there.
A move to ease access to scientific and technological achievements is also in place. To expedite this, construction of a science and technology achievement transformation and trading center in Guiyang HIDZ is being fast-tracked.
The zone supports activities such as competitions aimed at spurring innovation, project roadshows, and the promotion of notable achievements to match supply and demand.
It also facilitates enhanced communication between scientific personnel, those responsible for the latest technological achievements, and enterprises.
The measures also recommend businesses establish professional technical institutes. Here, small and medium-sized enterprises are supported in their bids to set up technology centers independently or in collaboration with academics and researchers.
SMEs are encouraged to cooperate with technological innovation teams and research institutions to carry out scientific research activities.
Support for launching enterprise technology projects is also prominent in the new measures. These encourage companies to actively declare their new projects in fields like technology, development and reform, as well as industrial information.
At the zone level, special funds for science and technology will be arranged. The enterprises that apply, or have been recognized as high-tech enterprises, will be given priority, as will exemplary projects that are being well-implemented. They will also be eligible for more subsidies upon completion.
Other measures include supporting high-tech startups that have been newly recognized as they move to enhance their intellectual property creation capabilities, establishing modern business management systems, and nurturing high-tech enterprises through incubation mechanisms.
