The Guiyang National High-tech Industrial Development Zone, or Guiyang HIDZ – located in Guiyang, capital city of Southwest China's Guizhou province – recently made it onto the list of China's top 20 industrial parks for their excellent business environments.
The list was released by CCID Consulting Co, directly affiliated to the China Electronics Information Industry Development Research Institute at the Ministry of Industry and Information Technology, which is the first listed consulting company in China.
The assessment, which is mainly for national high-tech zones and national economic development zones, included the three evaluation criteria of the government environment, investment environment and livable environment.
The overall business environment ranking is the sum of relevant factors and conditions such as the government affairs environment, the market environment and legal environment, among other things.
"Being on the list is strong evidence that Guiyang HIDZ attaches great importance to the development of a business environment," said a senior official at the zone's administrative examination and approval bureau.
As the first high-tech industrial development zone in Guizhou province, the Guiyang HIDZ has made a great effort to improve its business environment in recent years.
It continues to promote 24-hour self-services and the online processing of enterprise startups and extend the reforms of its approval system for construction projects – having already reduced the approval process for a construction project to 80 working days.
Meanwhile, 100 percent of government service matters can now be handled online in the Guiyang HIDZ.
In the first half of the year, the government service hall in the zone accepted 86,602 applications and completed 86,552, with a completion rate of 99.9 percent.
A total of 4,177 administrative licensing services were processed and more than 3,300 were approved.
