The Guiyang National High-tech Industrial Development Zone (Guiyang HIDZ) has recently simplified the procedures for China inspection body and laboratory mandatory approvals (CMA), bringing convenience to institutions under its jurisdiction.
The measure is an embodiment of the State Council's reform spirit on increasing the separation of approvals for business licenses and operating licenses, as well as the requirements of national and provincial market supervision departments, to promote the reform of qualification certifications of inspection and testing institutions.
A CMA is an evaluation license for the basic conditions and technical capabilities of institutions.
According to relevant regulations, for the qualification accreditation items that require technical review, from the time the institution submits the application, multiple departments need to approve, permit, and issue certificates.
The legal limit for the processing time is 20 working days, and the time limit for special applications is 45 working days. If the institution encounters problems in the review that need to be rectified, it will take more time.
Based on reform procedures, the Guiyang HIDZ's administrative approval bureau has reduced the legal processing time limit from 20 working days to just five working days, and the special type time limit has been reduced from the original 45 working days to 30 working days.
Meanwhile, for changes in standards, personnel, and names, internal processes and procedures have also been simplified, shortening the previous 10 working days to just one working day.
