To date, 78 companies resident at Guiyang National High-tech Industrial Development Zone (Guiyang HIDZ) -- in Guiyang, capital of Southwest China's Guizhou province -- have been awarded appellations as "specialized, fine, characteristic and innovative" small and medium-sized enterprises (SMEs) and four have been awarded the appellation "little giants".
In recent years, Guiyang HIDZ has strengthened its cultivation of top SMEs by continuously refining its public service system, optimizing its business environment and increasing support, so as to facilitate their high-quality development.
To date, SMEs in Guiyang HIDZ have obtained 377 special loans worth 187 million yuan ($28.63 million) through new policies. In order to reduce the financing burden on enterprises, since 2018 the banks -- under the jurisdiction of the zone -- have provided a total of 2.85 billion yuan in financing credit and 1.95 billion yuan worth of loans to 35 SMEs.
At present, there are two national public service demonstration platforms for SMEs, four provincial platforms and 21 municipal platforms in the zone.
Meanwhile, the zone has actively guided enterprises to develop internet plus and big data plus operations and has developed 24 pilot projects for intelligent manufacturing.
In addition, the rate for processing the startup of a business online in the zone has reached 100 percent and the processing time has been reduced to one working day.
Approval of 24 new engineering construction items is now all being processed online.
In addition, the first 24-hour self-service hall for government affairs services in the province has been opened and a WeChat appointment platform has been introduced to make mobile appointments.
