Established in 1992 with the approval of the State Council, Guiyang National High-tech Industrial Development Zone is the core area of the National Big Data (Guizhou) Comprehensive Experimental Zone, the big data industry development cluster of Guizhou and one of the 1+8 national-level open innovation platforms in the province. It now ranks 40th among national high-tech zones and Suzhou Industrial Park, compared to 59th in 2013.

It has a total planning area of 31.02 square kilometers. The Guiyang HIDZ is composed of six parts: Guiyang Big Data maker Park, Guizhou Science City, Guizhou Big Data City, Shawen Ecological Scientific Park, Wudang Xintian Park and other jointly managed parks. It has been approved for more than 30 national demonstration pilots.

The zone has been striving to build a "4+5+N" modern industrial system focusing on middle and high-end manufacturing and middle and high-end service industries. It is fostering four new industrial clusters: advanced equipment manufacturing, high-end consumer goods manufacturing, the new energy industry and the digital industry.

At the same time, the zone is focusing on the development of five core industrial supply chains. Among these is the new energy automobile industry supply chain, with electric vehicle power as the focus and the aerospace electromechanical industry supply chain, with aeroengines and precision micro-motors as the focus. Then there is the smart product industry supply chain, with smart terminal electronics and smart home as the focus -- and an integrated circuit industry chain with IC design, packaging and testing as the focus, as well as software and information technology services.

Last year, the growth rate of the added value of the zone’s industries above a designated size increased by 23.5 percent compared with the previous year. Revenue for the services industry revenue in the zone totaled 57 billion yuan ($8.03 billion), up 8 percent year-on-year. The main business income of large data enterprises in the zone reached 28.24 billion yuan, an increase of 17.7 percent year-on-year.

In 2019, the paid-in investment for newly introduced industries and projects in the zone totaled over 14.12 billion yuan; foreign direct investment totaled $215 million and the total volume of imports and exports was expected to reach $50 million.

To date, the zone has gathered 197 R&D institutions, including 27 national R&D institutions. It has also attracted 324 innovation service institutions, 14 academician workstations, 209 high-tech enterprises recognized by the State and 45 companies certified by the CMMI -- accounting for more than 95 percent of the same category of companies in the province.

To date, over 65,000 people with all kinds of talents have made the zone their home. The total number of high-level professionals has reached 3,937 including 54 at the national level, 29 at the provincial level, 34 at the municipal level, 447 overseas returnees and 34 foreigners.

Up until now, 57 incubators, maker spaces and accelerators have based themselves in the zone, including for State-level incubators and five State-level maker spaces. Incubation sites covering more than 1.25 million square meters have been established there.

To date, over 300 graduate enterprises have been established there and more than 600 maker teams have been assembled, as well as more than 6,000 makers.

In recent years, the zone has practiced innovative, coordinated, green, open, shared and ecological development, emphasized on big data, innovation and openness, promoted the high-quality development of digital economy with big data and artificial intelligence as the core and of the real economy with medium and high-end consumption and medium and high-end manufacturing as the core, and strove to build the Zone into a national independent innovation demonstration zone, a core of "China's Data Valley", a powerful engine to drive the high-quality development of Guiyang, and a high-level openness area of the province.
