The Guiyang National High-tech Industrial Development (Guiyang HIDZ) in the capital city of Southwest China's Guizhou province has put together and issued 15 specific measures to promote the development of resident firms, according to local media reports on March 1.
In a bid to decrease the effects caused by the novel coronavirus pneumonia epidemic on enterprises registered at Guiyang HIDZ, the zone issued policies involving payments, subsidies and guarantees.
Under the new measures, special funds have set up to encourage industrial enterprises above designated size to speed up production, encourage projects under construction to speed up construction, and give rewards to those industrial enterprises above a designated size that use more electricity for production in the first half of the year than the same period last year.
In terms of subsidies, the zone will subsidize companies recruiting new employees or not laying off staff. For businesses seriously affected by the epidemic, subsidies will be given for water and electricity costs incurred from Feb until the end of the epidemic.
In terms of other support, the zone will provide epidemic prevention and control materials for small and medium-sized enterprises and individual businesses in the zone.
For enterprises that rent property from State-owned enterprises in the zone, that rent will be exempted in Feb and March and the rent will be halved in April, May and June.
For employees in talent apartments, the rent from Feb to March will be exempt.
The zone will also actively communicate with banks and other financial institutions to help enterprises solve financing problems.
At the same time, it will give priority and support to financial institutions that actively assist enterprises to tide over difficulties, in the cooperation between banks and governments.
In addition, the zone will pay attention to the needs of all industries in the zone. After the epidemic situation is lifted, it will assist them to recover stable growth as soon as possible -- through the holding of enterprise meetings, exhibitions and other forms of activities.
