During the 13th Five-Year Plan period, Wudang district in Guiyang, the capital city of Southwest China's Guizhou province, has achieved outstanding results in improving people's livelihoods.
Over the five-year period, people's livelihood expenditures in Wudang district accounted for 70 percent of general public budget expenditures.
Education
Wudang district has invested 3.91 billion yuan in building 13 public schools and kindergartens at various levels and expanding and renovating 15 schools. The compliance rate of experimental equipment, books and computers in primary and secondary schools in the district has all reached 100 percent. Also, the conditions for running schools have been greatly improved.
In the past five years, Wudang district has implemented the "Three-Year Action Plan" for preschool education, achieving the goal of having more than one public kindergarten in every town. The gross preschool enrollment rate has increased from 90.45 percent in 2016 to 95.17 percent in 2020.
The number of private schools and kindergartens in Wudang district has increased from 55 in 2016 to 83 in 2020.
Meanwhile, Wudang district implemented education poverty alleviation funding policies and measures. A total of 71.70 million yuan was spent to aid 72,427 people from families with financial difficulties.
Wudang also achieved full coverage of the nutrition improvement plan for rural compulsory education students, with a total of 34.56 million yuan in funding spent, benefiting 52,548 students from 62 rural schools.
Medical care
During the 13th Five-Year Plan period, Wudang district has deepened the healthcare system's reform, and the overall health conditions of the people in the community have significantly improved.
There are currently 174 medical institutions of various types in the district, with 2,115 professional and technical personnel on duty.
Wudang district has also established a hierarchical diagnosis and treatment system covering districts, townships and villages. Eight township and town-level health centers and two community health service centers were created to provide family doctor services to residents in the jurisdiction.
Meanwhile, Wudang district has established a "quadruple medical security" system for low-income and difficult groups to further improve the level of medical security for the less fortunate.
The system ensures that the actual compensation rate for the poverty-stricken population's medical expenses in rural areas is over 90 percent of the total medical fees. It has also provided contracted family doctor services and health checkups for 6,106 low-income groups suffering from difficulties.
