Creating a new highland for big health industry

Wudang is fully aware of the significance of expanding high-level opening up to the outside world, knowing it has become an important engine for high-quality development. Therefore, it will further improve its opening-up structures, attract foreign investment, consolidate and upgrade featured industries, deepen industrial coordination in the new eastern industrial zone, and accelerate the construction of an open economic system.

Consolidating the foundation for opening up will be the important first step. Wudang will advance the interconnectivity of its infrastructure by accelerating the construction of a "three ring, five horizontal, and five vertical" transportation network, improving hub facilities such as the East Railway Station and the North Passenger Station, and speeding up the district's integration with the city's main urban area and the new industrial zone in eastern Guiyang. More emphasis will be placed on building platforms, urban renewal, and the construction of a comprehensive functional service area in the city center. 

Supporting facilities will be improved to serve the emerging health and pharmaceutical industrial parks while more efforts will be made to accelerate the establishment of the Zhihuui Yunjin incubation base. Construction of economic development zones and industrial parks will be strongly supported, as well as military-civilian integration characteristic industrial parks and the Xinchang industrial park.

Wudang will concentrate on six new industries, especially the health and medicine industry, with a focus on cultivating its mid-to-high-end health care industry, pharmaceutical (medical) manufacturing, modern pharmaceutical logistics (cold chain logistics), and big data integration industries. Key local military-industrial enterprises will be relied on and leveraged to promote the transformation of military-civilian dual-use technological achievements and create military-civilian integrated industrial parks to eventually form a "military industry champion + private economy propeller" joint development pattern. 

In addition, Wudang will vigorously develop high-end medicinal products that themselves are also food and consolidate the advantages of the specialty food industry. There are plans to promote the construction of "hundreds of squares, thousands of stores, and thousands of shops", which will accord with the construction of provincial-level pedestrian streets in the short term with a long-term plan of urban renewal. The Xintian business district will be upgraded in line with the efforts to optimize and upgrade the mid-to-high-end commercial service industry.

Wudang will actively attract investment in industries such as big health, big data, military-civilian integration, and specialty food, as well as agriculture, culture, business, and tourism. "Inviting investment through business" and "attracting investment through the industrial chain" are the two major ways to realize that goal. 

To better serve investors, local departments will provide professional, precisely-orientated, and highly-efficient services during the whole process. Constant efforts will be spent introducing strong market players, attracting small but competitive enterprises that have the potential to grow bigger. They are expected to accumulate in industrial clusters and then expand to a greater scale. 

For that purpose, Wudang will strive to optimize its business environment, deepen the reforms to streamline administration, delegate powers, and improve regulation and services, expand opening up, increase investment and business attraction, and continue to form an agglomeration effect on medium and high-end resources.
