During the 14th Five-Year Plan period (2021-25), the total number of talents in Guizhou Shuanglong Airport Economic Zone increased from 15,000 to 34,000, with an average annual growth rate of 17.86 percent.
From 2021 to 2025, the zone has implemented proactive measures to attract talent, resulting in not only a quantitative increase in the talent pool but also a qualitative change. The number of enterprise management talents has increased from 2,500 to 3,987, the number of professional and technical talents has increased from 2,400 to 5,440, and the number of skilled talents has increased from 4,312 to 10,796.

By improving the educational structure of its workforce, the zone has raised the proportion of talent with a college degree or above to 79.81 percent. Among them are 2,863 individuals with master's degrees or higher, a share that has risen from 2.87 percent at the end of the 13th Five-Year Plan to 8.39 percent, reflecting steady annual gains in talent quality.
The zone focused on building a high-level talent development platform, obtaining approval for a national level small and micro enterprise entrepreneurship and innovation demonstration base. Based on this, 37 entrepreneurial mentors were selected and hired, and 450 entrepreneurship training and salon activities were carried out. The entrepreneurial teams won 21 national awards and 118 provincial awards. All registered enterprises in the economic zone have undergone project transformation, effectively stimulating innovation and entrepreneurship vitality.
Two provincial-level technology enterprise incubators have been approved, cultivating a total of eight high-tech enterprises and establishing multiple research and development platforms, including five provincial key laboratories and two provincial engineering research centers, providing strong support for talent innovation and entrepreneurship.
Shuanglong will focus on the economic development needs, striving to achieve a total of 60,000 talent resources by 2030, providing a solid guarantee for the construction of a high-quality modern airport new city.
