Guiyang city was selected by the Ministry of Human Resources and Social Security as one of 39 pilot cities for the nationwide integration of the human resources (HR) services sector with the manufacturing industry.
Over the roughly three-year pilot period, the initiative aims to cultivate a number of HR service institutions specializing in manufacturing, develop integrated platforms and consortia, and foster technologies, products, and service models to support high-quality manufacturing development. The pilot will also work to establish policy frameworks and effective strategies that promote coordinated development between human resources, the real economy, and scientific and technological innovation.
The pilot program aims to foster closer collaboration between the HR services sector and the manufacturing industry. It emphasizes institutional innovation, policy breakthroughs, platform development, and new development models, and will be implemented across more than 30 qualified cities nationwide.
Moving forward, Guiyang will seize the opportunities offered by the pilot program to expand its HR services industry, enhance professional and high-end services for manufacturing enterprises and build recruitment and employment platforms, cross-enterprise training systems, and innovation consortia.
The city will also work to expand its pool of manufacturing talent and further encourage high-level professionals to drive the high-end, intelligent development of the manufacturing sector.
