Ma Ningyu: Enhance provincial capital's functions to serve Guizhou's high-quality development

"The CPC Guizhou Provincial Committee and Guizhou Provincial People's Government have put forward a directive to serve and integrate into the national strategies. This directive set a benchmark and highlighted key areas for better serving and integrating into the new development dynamic," said Ma Ningyu, a deputy to the National People's Congress, deputy secretary of the CPC Guiyang Committee, and mayor of Guiyang.

According to Ma, Guiyang is the core area of the urban cluster in central Guizhou. It carries a significant mission in boosting the "Strengthening Provincial Capital" campaign.

Guiyang is currently focusing on strengthening its "five major functions" to accelerate the enhancement of the city's overall capabilities. The city is fully committed to serving the province and integrating into the new development dynamic, making contributions to the engagement in high-level domestic and international cooperation and competition.

The first function is the leading role of Guiyang's emerging industries. Guiyang is cultivating new productive forces, aiming to exceed 200,000 chips in smart computing power capacity, produce over 90,000 new energy vehicles, and exceed 70 gigawatt-hours in battery production capacity.

The city is also accelerating the establishment of a national intelligent computing base with an international competitive advantage, a national key industry base for new energy vehicles, and a national key R&D base for new energy power batteries and materials, so as to boost the province's overall industrial system capabilities.

The second function is strengthening innovative development. Guiyang is improving its original innovation capabilities based on the frontiers of development and provincial demands.

In addition, it is incentivizing the big data sector to participate in the restructuring of national key laboratory systems in areas such as big data, establishing industrial technological innovation centers and public service platforms, and developing the country's premier experimental field for the digital economy.

The third function is collecting and attracting resources. Guiyang is promoting a new type of urbanization centered on people and accelerating the development of real estate in a new mode.

It is also creating platforms and enhancing services for talent development and utilizing both government and non-government funds to enrich the business forms of the financial sector.

The fourth function is serving as a hub for opening-up. Guiyang is pressing ahead with the overall planning to build the city into a transportation hub in central Guizhou and enhancing the operation of trains involved in the Guizhou-Guangdong, China-Europe, and China-Laos routes.

It is also improving customs facilitation and export tax rebate services, expediting its development into a national tourism hub, and expanding into overseas architectural and digital service markets.

Finally, the fifth function refers to the city's comprehensive services. Guiyang aims to optimize the supply of public services such as admission places and hospital beds, and accelerate the construction of cultural projects.

Meanwhile, the city is improving urban transportation, water supply and drainage, and other infrastructure. Centered on city operation management, Guiyang aims to make its governance more scientific, refined, and intelligent so as to improve the quality of life for the public.
