The Guiyang Free Trade Zone (Guiyang FTZ) in Guiyang, capital of Southwest China's Guizhou province, has taken multiple measures to promote the construction of the China (Guiyang) second-hand car export base.
To date, the base has exported more than 1,300 vehicles valued at over 200 million yuan ($27.6 million), and more than 10 upstream and downstream enterprises in the second-hand car export industry have been attracted.
Guiyang FTZ has leveraged its advantages to integrate resources from various business associations, financial institutions, and automobile production, testing, maintenance, and trade enterprises, building an industrial cluster for second-hand car exports.
The second-hand car export business in the zone is steadily advancing, with vehicles exported to Central Asia, the Middle East, Southeast Asia, Africa, and other regions.
Guiyang FTZ's resident companies have also helped companies outside the zone to get involved in second-hand car exports, providing full-process services such as signing second-hand car export agreements, customs declaration, and logistics.
In December 2022, Guiyang received approval to conduct business related to second-hand car exports. In April 2023, three enterprises in Guiyang FTZ became the first batch of pilot enterprises for second-hand car exports in the city.
With the efforts of departments such as commerce, customs, traffic management, taxation, and market supervision, enterprises in Guiyang FTZ completed the first second-hand car export transaction on May 24, 2023. On Dec 1, 2023, the China (Guiyang) second-hand car export base was officially launched in the zone.
