Guiyang city, capital of Southwest China's Guizhou province, registered 280,000 new business entities in 2021 – ranging from small sole traders to partnerships and through to large companies – taking the total number there to 901,300, a year-on-year increase of 35.7 percent.

Guiyang was the first city in Guizhou to launch an online government affairs service for business and company registrations, and applications can now be done in a day, instead of the previous average of 22.9 working days.

Applications are processed at a single administrative service window, while the company stamp carving and business license delivery are free of charge.

To encourage the development of new business models and the new economy, Guiyang had waived punishment for 103 minor acts of illicit behavior. It has reduced punishment relating to another 45 acts of illegal behavior and handed out lesser punishment for 46 cases of illegal behavior in 2021.

In 2021, Guiyang's market supervision departments exempted punishment in relation to 233 cases, reduced punishment for 932 cases and handed out lesser punishment for 663 cases.

Guiyang has also established 30 sub-systems and integrated 16 self-built platforms -- to promote the construction of an online market supervision platform -- and has moved to optimize its business environment.
